What does Medicaid pediatric dental actually cover?

Federal law requires every state Medicaid program to provide EPSDT (Early and Periodic Screening, Diagnostic, and Treatment) dental benefits to children under 21. That means in every state in this directory, kids enrolled in Medicaid are entitled — at no cost to the family — to:

  • Two routine cleanings and oral exams every year, starting by age 1.
  • Fluoride treatments and dental sealants on the back teeth to prevent cavities.
  • Restorative care — fillings, crowns, root canals, and tooth extractions when medically necessary.
  • Orthodontics when prior-authorized for medical necessity (severe bite issues, cleft palate, etc.).
  • Emergency pain relief, including weekend and after-hours coverage at most community health centers.

CHIP (the Children's Health Insurance Program) extends similar dental coverage to families who earn slightly above Medicaid limits — typically up to 200–400% of the federal poverty level depending on the state. Each state runs CHIP under a different brand name (PeachCare, KidCare, BadgerCare Plus, Dr. Dynasaur, ARKids), but the dental benefits are largely the same.
